　四、服务费用及支付方式

　4.1支付方式及金额

　(1)甲方与乙方签订本协议书同时,甲方应向乙方交纳项目管理费600美金，此费用包含：乙方为本项目确保美国学校之长期认可，同时为学员提供留学咨询、留学规划辅导、最新留学资讯、转学分资料审查之费用，以及海外服务费用包括接机、安排住宿、学习辅导、生活辅导、联络家长、紧急情况的联络与处理。(2)在乙方为甲方办理留学申请并获得学校录取 通知书 交予甲方时，甲方向乙方交纳服务费18000元整(注：美国学校申请费、申请资料的国际快递费和使馆要求交纳的其他签证相关费用由学生自行承担，不包含在此服务费中)。

　4.2退费原则

　4.2.1 甲乙双方签订本服务协议书后,如甲方因个人原因终止办理时,所交费用不予退还,甲方则应将底特律大学录取通知书及其相关文件原件退还乙方,并视为本合同终止;

　第七条 其他

　(二)如受托人为委托人办理申请入学、签证服务等，其收取的费用应在本合同第三条中介服务费中标明。

　(三)受托人收取的中介服务费以外的其它费用，应为委托人出具有效发票或盖有企业财务专用章的 收据 ，并在本合同终止前，将收据换为有效发票。

　(四)如受托人代委托人向国外院校缴纳报名费、学杂费等费用，受托人应向委托人提供收费方的符合法律要求的证明文件。

　(五)受托人对委托人提供的所有材料，均负有保密义务。除为委托人入学申请、签证申请的目的之外，不得向无关的第三方透露。

　三、委托人义务

　第八条 委托人应符合中国公民自费出国留学的条件，遵守国家关于公民自费出国留学的规定。

　第九条 委托人向受托人送交的所有文件、材料和陈述的内容应合法、真实、有效。

　第十条 委托人应当自本合同签订之日起 日内，按受托人要求，把入学申请所需全部材料交与受托人。

　为适应高等教育国际化的新趋势，推进河北大学人才培养国际化战略，提高本科人才培养质量和竞争力，甲方选拔河北大学在校生赴河北大学友好院校法国赛尔齐-蓬多瓦兹大学交流学习，乙方自愿报名参加该项目并即将办理赴法学习签证等手续，甲、乙双方经友好协商，达成如下协议：

　1、科学与技术(理工科)专业英法双语项目可提供在英语作为教学语言，法语作为第二外语的双语大学环境下，完成大学第一阶段即学士(Licence)的学习。被录取的学生将直接进入学士第一年的专业学习。第一学年采用英语授课，同时学习法语;第二学年50%的专业课为英语授课，选修课为法语授课;第三学年学生可以根据自己的志愿选择攻读的专业方向。该学士文凭为法国国家文凭，获得该文凭的学生可继续攻读各类硕士(二年制)或法国工程师文凭(学制三年)。乙方学生将同时学习两门联合国通用语言(英语、法语)

　(1)乙方学生在河北大学学习期间，学籍管理办法同我校普通本科生等同。乙方学生在法国学习期间，河北大学保留乙方的学籍。

　(2)乙方在我校第一年修读的课程及成绩、学分，由法国赛尔齐-蓬多瓦兹大学教务部门根据有关规定予以认可。

　(3)乙方在法国学习期间应遵守法国赛尔齐-蓬多瓦兹大学的各项管理规定。

　(4)乙方在法国赛尔齐-蓬多瓦兹大学修读的课程及成绩、学分，由法国赛尔齐-蓬多瓦兹大学直接寄往甲方，甲方根据河北大学有关规定协调河北大学有关部门予以认可。

　(1)按照与法方合作协议，乙方应在法国学习三年。但如因签证等问题未能按时赴法国，乙方将继续留在我校相应专业学习，修完计划内的全部课程，成绩合格，颁发河北大学毕业证、河北大学学士学位证书。

　(2)乙方在法国学习期间必须遵守当地的法律、派往学校的规定及社会风俗习惯，接受派往学校的管理。

　(3)乙方在法国学习期间人身安全等事项责任自负，甲方将提供必要的、可能的协助。

　(4)乙方在派往学校学习期满后应按时返校，不得擅自延长或转往其他国家或地区。被法国或国外其它大学录取读硕士或博士者，应及时通告甲方。

　(5)乙方在出国期间户口、档案等等保留与在河北大学学习时相同。

　四、关于费用

　1、在法国学习期间，乙方应向河北大学正常缴纳学费。

　 一、申请美国推荐信格式

　一般来说，推荐信字数A4纸用5号字写占3/4张纸即可，没有具体要求，结构多以总分总。

　a、开头部分：长度控制在一段，主要用于陈述推荐信的目的.，以什么样的方式同申请人认识，同申请人认识了多久，申请人的基本素质和特质是怎样的，表达出推荐人与申请者之间很熟悉；

　b、中间内容部分：长度一般为2~6段，每段4~6句话，这部分需要描述出申请人是个什么样的人，结合一些具体的事例来支撑Opening中申请人的优点和特质，解释申请者想要谋求更远发展的原因；

　譬如，如果推荐者是教授，解释学生在他门下所修的课程。接下来，教授写一些有关申请人在课堂上的表现，如完成的研究计划、实验室研究、研究报告、考试的成绩、课堂态度、讨论课的参与等，举出实例。

　如果推荐人是工作主管，首先一定要仔细陈述申请人的工作职责，并对申请者工作表现作一评估。如果可能的话尽量列举实例。

　c、结尾部分：长度通常在1~2段，需要表达出推荐人对申请者的支持和信心，解释为何认为申请者非常适合这个学校和专业。

　 二、推荐信中常出现的问题

　用尽所有表现努力、才华和优秀的形容词，却没有一个具体例证。我们都知道“事实胜于雄辩”，但我们给外国人看的推荐信上却偏偏是反其道而行之。

　总把申请者吹成一个大师，让人难以置信。许多推荐人“特别地钦佩”他们的学生，“一辈子也没有碰上这样的天才”。

　内容千篇一律，让人一看就是抄的。几乎每一篇推荐信都有这样的描述：课堂上所有别的学生都无法回答某个问题，只有这位天才站起来侃侃而谈，“显示了深厚的功底和创造力。”可是没有一位申请者说得出来当时到底谈论的是什么话题。

　没有正确地选择推荐者。作为推荐者一般应该具备如下几个条件。一是必须要有比被推荐者更高职位或更多的学识，这样才有能力和资格来评判被推荐者。另外一个必不可少的条件是，推荐者必须有机会了解被推荐者。所以合适的推荐人应该是教过你或指导过你的教授，或者是工作单位中的顶头上司。

　写作时马虎和草率。许多申请者一口气给自己写三封推荐信（一般要求是三封），然后让三个教授签字。这样，不仅内容相同、语气类似，用词也差不多，甚至语法和拼写错误也一模一样，更有甚者，打印的字体也是分毫不差。这是极为不可取的。

　 三、推荐信提交方法

　Tip1、纸推还是网推不是由申请者自行选择一种方式来完成，而是看学校的要求。现在绝大多数学校都采用网上提交推荐信的这种方便快捷的提交方式，有利于加快材料的审核。极个别排名相对靠后的学校要求申请者将纸质的推荐信邮寄到学校制定的接收地址。当然还有一种情况，就是当你网推这种方式因为某些未知原因而无法完成时，学校给出的解决办法一般有两种，一种是将推荐信发到指定邮箱；另一种就是把纸质推荐信邮寄到给定的地址。

　Tip2、在网上提交某一个推荐人的推荐信之前，准备三件事：一把推荐人的相关信息的英文，包括其姓名、头衔、职务、工作单位及地址（包括邮编），与申请者关系，认识时间等准备在word文档里；二是分别准备一份PDF版和word版的该推荐人的推荐信（打印在带有推荐人工作单位抬头的空白信纸，并有推荐人手签的是比较正式并容易被认可的），并把PDF版的推荐信放在电脑桌面（不同的三封推荐信命名上要有所区分）；三是找一台没有设置用户名的电脑使用，三个不同的推荐人使用不同的IP地址来登陆提交，尽量避免在提交申请的电脑上提交推荐信。

　Tip3、网推中对于申请者各方面能力或素质的评估要根据推荐信中对申请者相关能力的推荐，两相结合来填写这个版块；推荐信中没有提及的其他能力的评价可以填的略低些或者无法评价；不要都是过分高的评分。
