我选的是C，语法上应该没有错吧？可是正确答案是D，是为什么呀？求解答

3、sat2010年一月份考试的几道语法题sentence improvement

首先是第二题（the chair of the school board announced a plan to build two new elementary schools during an interview with a local news reporter.)(修改打括号的句子）答案是E。“during an interview with a local news reporter, the chair of the school board announced a plan to build two new elementary schools”.后来我查了一下网上，看到别人解释说是因为借此放在句首是修饰整句句子的，所以"during ...reporter"是修饰announce而不是build。那么如果E这个选项中的”during...reporter"和其他句子之间没有打逗号，那么他还是不是修饰整句句子类？还有如果“during..reporter"放在句子最后，就像原句一样，但用逗号隔开，那么它到底是修饰哪一个动词哪？还有那个c选项，如果把”plan building"改成了“plan to build"那他是不是就对了那？

然后是第六题（the beaver is the largest rodent in north america, it) has a large, flat, nearly hairless tail, webbed hid feet; and short front legs swith hairy claws.答案选的是D，"the largest rodent in north america, the beaver".想问的是如果在E选项前面加个being对不对哪？感觉很顺口。但是又记得以前上SAT班的时候老师说being是自杀词，经常在SAT中一看到就会枪毙掉。不知道being到底在那些情况下才能用，什么时候又不能用啊/

汗!!问了那么多。希望大神们能耐心解答吧

4、几道SAT语法题不懂～ 10.9考试啦

1 A recent report suggests that safety-conscious drivers need not limit themselves to drving large, heavy vehicles, because the structural integrity of a vehicle is more important than is size and weight.

为什么这里need not是对的？ 不是应该说成does not need to吗？ 请问什么情况可以说need not 如果可以有清晰的need 用法更好啦！～
